to govern, to resist
Depicts a kneeling person (卩) using a pestle (午), conveying the meaning "to manage" and "to govern". 午 also represents the sound. The 彳 (movement) and 止 (foot) components were later added to indicate movement. In simplified Chinese 御 is also used to mean "to resist", while in traditional Chinese this meaning is written with a separate character 禦.
